This room is undergoing an up fit. The wall will be treated with flame retardant textiles. Overhead directional lighting will be installed. The room has a low ceiling height.
It’s ugly now both aesthetically and acoustically but will post updates. I have four bundles of rigid fiberglass insulation and will be wrapping some in burlap to makes some absorbers/ bass traps. Corners will get bass traps.
Quadric diffusers and Skyline diffuser will be use in other parts of the room. I have detailed plans for these and will build what I need.
The computer is a AMD64 2.0 gig with 1 gig memory, 1RAID 0 drive set of two 7,500 RPM drives and one SCSI HD at 10KRPM. The main drive is also 7,5rpm.
The operating system is 2000PRO and soon will be change out to XP Pro. I/O is a Presonus FirePod, Mackie Monitors, Mackie Control and Dual Video Monitors.
Software on left screen Steinbers CueBase and on left Sony Sound Forge 9.0.

I'd line the whole thing with 705-FRK fiberglass. Then add a layer of Auralex Sheetblock to the roof. Then a layer of 703 fiberglass to the roof. I think that would be the least expensive way to cut down the noise level from outside. I'd also float the floor. Then tune with your favorite panels or foam. I'd say $600-1000 and you'd have a sweet space!

For the record, my family was and still is to some extent in the building business. Here are my thought about the current building
I have looked at the photos you have supplied and from that alone, I would say don't invest in the building. There are several structural problems as I see them.
First looking at the tin roof I don’t see any rafters that the roof is attached to. With out a solid anchor for the roof it could cause you a problem with water in the building. I already looks like there has been a lot of moisture inside and that there is a large mole deposit on the interior.
If you elect to go with the project you will need to do some structural things to the building.
1)Install rafters to give additional support to the roof tin.
2)Spray the inter wall with an agent to kill and remove any mole that is on the interior walls.
3)Check for any leaks and insure they are fully sealed with a material that has long life.
4)Spray the underside of the tin with a heavy base paint, much like car undercoating. This is for dampening the noise that would come from rain and it may give additional rain protection.
5)I would then insulate the wall with regular insulation to keep the space either warm or cool as need. The electrical should be done before the insulation for sure.
6)After you panel the room and do the floors, then apply sound diffusion materials.
7) Move in your console and equipment and make sure you have a power conditioner for the equipment
Don’t try to make the building sound proof instead install a booth for doing recording.
